AI-driven SabhaSaar from Ministry of Panchayati Raj to transform Gram Sabha documentation
The Ministry of Panchayati Raj (MoPR) has rolled out SabhaSaar, an Artificial Intelligence-based tool designed to automatically generate structured Minutes of Meeting (MoM) from Gram Sabha and other Panchayat meetings.
The launch, held in New Delhi on the eve of Independence Day, was led by Union Minister of Panchayati Raj Shri Rajiv Ranjan Singh and Minister of State Prof. S.P. Singh Baghel. The initiative is part of MoPR’s push to integrate advanced technology into grassroots governance.
At its core, SabhaSaar uses Artificial Intelligence and Natural Language Processing (NLP) to process audio and video recordings of Panchayat sessions, detect key decisions, and produce organised and accessible meeting records. Integrated with Bhashini, the Indian National Language Translation Mission, it can currently work in 13 Indian languages, enabling participation across diverse linguistic backgrounds. The ministry has confirmed that more languages will be added in the future to widen access.
Officials say the technology is expected to cut down the time and manual effort required for documenting meetings. This will allow Panchayat bodies to focus more on governance and service delivery, without losing transparency or accountability in record-keeping.
The MoPR has directed all States and Union Territories to use SabhaSaar for preparing MoM during the Special Gram Sabhas scheduled on 15 August 2025. In Tripura, all 1,194 Gram Panchayats, including traditional local bodies, will adopt the system for the first time.
Calling the launch ‘a quantum jump in utilise digital innovation to empower participatory democracy on the ground, enable Panchayats with the latest technology and empowers them to be more efficient and transparent in administration,’ the ministry sees SabhaSaar as a significant step towards standardised and technology-enabled rural governance.
By embedding AI into the core of documentation, SabhaSaar aims to improve the accuracy, speed, and accessibility of Gram Sabha records, setting a precedent for future technology adoption in India’s local governance structures.
