
IBM launches Sovereign Core, leveraging open platforms to deliver verifiable AI control, compliance, and sovereignty across hybrid environments for enterprises and governments.
At Think 2026, IBM announced the general availability of IBM Sovereign Core, an open architecture-driven platform designed to build and operate AI-ready sovereign environments with end-to-end control across data, operations, infrastructure, and AI systems.
Built on open, enterprise-grade platforms such as Red Hat OpenShift and Red Hat AI, the platform positions open source as the foundation for digital sovereignty, enabling portability, interoperability, and avoidance of vendor lock-in across hybrid and sovereign environments.
IBM Sovereign Core marks a strategic shift from policy-based sovereignty to runtime enforcement, embedding continuous compliance, auditability, and governance directly into operations. Its unified architecture integrates control plane, identity, security, compliance, and AI execution within a single deployment model.
Key capabilities include a customer-operated control plane, in-boundary encryption and data services, continuous compliance monitoring with automated evidence generation, preloaded regulatory frameworks, and governed AI execution ensuring full control over model inference, lifecycle, and traceability.
“AI has made sovereignty a runtime requirement, not a policy statement. With IBM Sovereign Core, organizations don’t have to choose between deploying AI at speed and verifying their control. Sovereignty shouldn’t be a constraint on innovation — with the right software foundation, it’s an enabler of it,” said Dinesh Nirmal, SVP, IBM Software.
The platform supports an open ecosystem spanning AMD, Intel, Dell, MongoDB, Cloudera, and others, enabling enterprises, governments, and service providers to deploy compliant sovereign AI environments at scale.
By combining open standards with AI governance, IBM reinforces open source as the default foundation for regulated, transparent, and auditable AI systems.
