SAP Launches Sovereign Cloud In India To Drive AI And Digital Sovereignty

SAP has launched its open source Sovereign Cloud in India, giving enterprises full control over local data while driving cloud and AI adoption for governments and regulated industries.

German software giant SAP announced on 19 September the launch of its Sovereign Cloud in India, a full-stack, open source framework designed to enable local data storage and AI development while ensuring digital sovereignty. The offering allows governments and regulated industries to modernise their infrastructure while retaining full control over sensitive data.

Built in compliance with India’s National Information Security Policy & Guidelines (NISPG) and aligned with the Digital Personal Data Protection Act, 2023 and draft DPDP Rules, 2025, SAP’s solution addresses the country’s growing emphasis on data localisation.

The platform is open source, giving customers flexibility, independence from vendor lock-in, and operational, technical, and legal control over their data. Deployment options include on-site data centres and a hyperscaler option in partnership with Amazon Web Services (AWS).

To support national security requirements, SAP is setting up a Sure Operational Facility within the 41-acre SAP Labs India Innovation Park in Bengaluru.
SAP employs over 17,000 people in India, with more than 40% of its global R&D workforce based in the country. Its enterprise products serve 4,40,000+ customers worldwide, including 98 of the world’s 100 largest companies, collectively generating over 80% of global commerce.

By combining open source flexibility with sovereign control, SAP aims to strengthen India’s position as a global hub for AI and cloud innovation.
