India has earmarked ₹650 crore under NMEICT to expand digital higher education, creating new opportunities for open digital learning platforms, research infrastructure and technology-driven university governance.

India’s proposed ₹650-crore allocation for the National Mission on Education through Information and Communication Technology (NMEICT) in FY2026-27 is set to strengthen the country’s open digital education ecosystem by expanding digital learning platforms, research infrastructure and technology-enabled university operations.

According to the Department of Expenditure’s proposal, the funding aims to accelerate digital transformation across higher education institutions while widening access to online learning beyond traditional campuses. The initiative is expected to improve the reach of higher education through digital technologies and support greater adoption of open digital learning resources and interoperable academic platforms.

The programme also prioritises strengthening research capabilities through improved digital research facilities, advanced research tools, innovation initiatives and richer digital academic resources, benefiting universities, researchers and technical institutions.

Beyond teaching and research, the government wants higher education institutions to increasingly use digital technologies for academic administration, institutional governance, day-to-day operations and workflow management, helping modernise campus management.

The initiative covers a broad range of digital transformation efforts, including digital learning platforms, research infrastructure, innovation support and institutional governance, making it a comprehensive higher education digitisation programme rather than a standalone technology rollout.

Implemented under the National Mission on Education through Information and Communication Technology, India’s long-running ICT-enabled higher education programme, the proposed investment also has the potential to accelerate adoption of open educational technologies, open academic software and interoperable digital infrastructure across universities, aligning with the country’s broader Digital Public Infrastructure vision.
