Open Source AI Gains Urgency As Fable 5 Export Controls Expose Risks Of Dependence On Foreign Models

Anthropic’s withdrawal of Fable 5 for foreign nationals following a US government directive has rattled Indian AI startups, reinforcing calls for open-source AI models and domestic AI infrastructure that cannot be restricted by overseas policy decisions.

The withdrawal of Anthropic’s advanced AI model Fable 5 for foreign nationals has strengthened calls for open-source AI and domestic AI infrastructure, after the US government directed the company to suspend access to the model on national security grounds.

The move has unsettled Indian AI startups that depend on foreign large language models (LLMs), raising concerns that access to critical AI infrastructure can be disrupted by decisions made outside the country. Founders fear that businesses built around overseas AI models could face sudden operational challenges if access is restricted without warning.

Industry executives described the development as the first known instance of an AI model itself being subjected to export controls. Until now, such restrictions have largely focused on GPUs and advanced semiconductor chips. The incident suggests that AI models may emerge as a new category of strategic technology subject to geopolitical controls and government intervention.

The development has intensified concerns about dependence on foreign AI providers and highlighted the risks associated with proprietary AI platforms controlled by overseas companies. It has also renewed discussions around AI sovereignty, resilience, and long-term access to foundational AI technologies.

The episode is expected to strengthen arguments for open-source foundation models, sovereign AI initiatives, domestic model development, and local deployment capabilities. Unlike proprietary systems, open-source AI models can be downloaded, audited, self-hosted, and maintained independently, reducing exposure to external policy decisions and access restrictions.

Anthropic complied with the US directive and suspended access to Fable 5, although the company disputed the severity of the issue that led to the restriction.
